Since ancient times,there have been many exotic goods in Shu,and the Silk Road has traveled all over the world.In the long river of history,the development of the Jinniu Road gave rise to the magnificent scene of"Qinchuan Road,verdant cypress sky,and dense merchants and soldiers like smoke".Groups of business travelers left Qinguan in the west and entered Shu in the south,exchanging goods and services,and building a glorious commercial and trade channel that shines both ancient and modern times.On the Silk Road starting from Chang'an,Shu brocade and Shu embroidery frequently came out from the Jinniu Road,following the Silk Road caravan,going to the Western Regions,going to the world.Through the millennium,today's Jinniu Road,riding on the east wind of the times,has been given a new mission.Relying on the convenience and benefits brought by the landing of the first“National Market Procurement Trade Mode Pilot”in western China,and the construction of three-dimensional logistics channels by highway,railroad,sea and aviation.The revitalized"Jinniu Road"has successfully enabled batches of"Sichuan Made"small commodities to go abroad in groups,thus opening a new chapter in Jinniu's foreign trade.
As the only national market procurement trade mode pilot district in Sichuan Province,since the implementation of the first single in March 2019,the export value of Jinniu District has grown rapidly from 1.413 billion yuan to 36.5 billion yuan in 2023,ranking fifth among the national pilots and first among the pilots in Central and Western China,with an average annual growth rate of 125%.The“National Market Procurement Trade Mode Pilot”is being launched,led by model iteration,continuously improving the level of urban foreign trade and supporting high-quality regional developmen.
In 2018,the national level“Market Procurement Trade Mode Pilot”(referred to as Market Procurement)landed in Chengdu International Trade City,and the Jinniu District Market Procurement and Trade Service Center emerged to provide unique services such as"LCL container grouping","VAT exemption and non refund","flexible settlement methods",and"wide range of subjects",driving"Sichuan made"goods to reach the world.Women's shoes,rice noodles,tea,dinosaur artwork,water heaters,dried tofu,teddy bears,bamboo weaving and a batch of other small commodities are relayed from factories to the Jinniu District Market Procurement and Trade Service Center,where they converge and go global.

“From Jinniu to the world,let the world gather in Jinniu.”From food to handicrafts,from hardware to clothing,Jinniu District adheres to the concept of“one pilot district,the whole province to share”,takes market procurement trade as the link,gives full play to the advantages of pilot LCL,category declaration,etc.,sells"Sichuan Made"characteristic products to 197 countries and regions along the"the Belt and Road",for Chengdu,Sichuan foreign trade new business pattern to seek a way out,explore new ways,build a flourishing road to hand over the Jinniu answer sheet.
Not only that,foreign trade enterprises and individual entrepreneurs in market gathering zones recognized by the Ministry of Commerce can participate in the pilot.
“We are working together to build a'1+1+N'industrial and trade community,and enterprises from all 21 cities(states)in the province can participate in the pilot.”It has attracted 12 districts(cities)and counties such as Dayi County,Pengzhou City,Xinjin District and Wuhou District in Chengdu City and 18 cities and states such as Nanchong,Deyang and Meishan to participate in the pilot,which has driven Qingshen Bamboo Weaving,Shifang Dried Tofu,and Mianyang Guangyou Rice Vermicelli to go abroad.In 2023,Jinniu District helped“small commodities”to break out of the“big market”,realizing an export value of 36.5 billion yuan,an increase of 14.7%year-on-year,and the cumulative value of exports for the first time exceeded the 100 billion mark,reaching 101.7 billion yuan.
This year,Jinniu District combed and formed a bilingual“Made in Sichuan”product catalog list covering more than 460 source merchants in 20 cities(states)across the province,realizing the pilot networking information platform and the Sichuan Export Commodity Exhibit,the professional market of Chinese herbal medicines,and the“Made in Sichuan”product catalog list online link interoperability,guiding the pilot enterprise Cn-trade Connect Service Company to build an independent Sichuan Cuisine Food Station,and displaying and selling Sichuan-made famous,special and new products online through multiple channels to domestic and overseas merchants.In addition,the implementation of VAT exemption policy(no tax exemption and no refund),allowing the market procurement trade mode to use RMB settlement,etc.,has provided great convenience and benefits for“Sichuan Made”commodities to go abroad.
This year,Jinniu District to further strengthen the linkage of industry and trade,empowered to build a cooperative foreign trade platforms,sold Shifang Dan's Dried Tofu and other local specialty products to Serbia and other countries and regions,and drove Shifang to export 7.47 million yuan;to broaden the field of cooperation in foreign trade,attracting enterprises to participate in the pilot,since 2024,a total of 206 million yuan has been exported through pilot,with a cumulative total of 1.905 billion yuan exported through pilot;to enter the"three major commercial districts",visiting professional markets such as Chengdu International Trade City,Southwest Tea City,Jinfu Electromechanical City,and Liangli Health City,and connecting with over 700 enterprises and individual businesses.At the same time actively expand the market,strengthen the foreign exchange and communication.2024 through the pilot to Central Asia exports 12.76 million yuan,the cumulative exports of nearly 20 million yuan.
As a next step,Jinniu District will focus on the construction of city(state)boutique pavilions,market boutique streets,international import boutique pavilions and digital trade platforms,and promote the integrated development of“market procurement+cross-border e-commerce”,“market procurement+overseas warehouses”,“market procurement+professional markets”,attract a batch of overseas resource-rich foreign trade enterprises with strong market grafting capabilities,gather supporting resources from industries such as finance,customs declaration,logistics,and exhibitions,form an integrated cluster of domestic and foreign trade enterprises,and promote pilot to improve quality,integrate multiple business formats,integrate import and export,and develop in a healthy and orderly manner,striving to achieve foreign trade exports of more than 30 billion yuan for the year.(Pan Huanhuan)
